If you were eating in a restaurant and midway through the third course they changed the price, you would be somewhat miffed would you not? Just because you compliment the chef, it does not give him the right to raise the dollar value on the goods. Same goes with the service. If it says 18% gratuity added to parties of five or more, you would be ticked if they added 25%.

Once you have discussed the salary and had the phone interview, the halfway mark is not the time to change the title or compensation of the position. The title and fiscal amount need to be agreed upon from the beginning so the Candidate has a clear understanding of what is expected. If the salary and title go down, so do the responsibilities.

Give a range on salary from point A to Point B. Place the position expectations in bullet points if needed. You want your company to come across as stable and fair with endless possibilities of expansion, then stick to the menu they previously ordered from in the first place.

As a candidate, if you agree to some range, you get ranked at that level. You then get filtered out before you have a chance to discuss the value you can offer.
